In the event that the assembly voting member requirements as outlined in +S7.21.c. of the Northwestern Ohio Synod Constitution cannot be met, voting members are to be designated according to their interests and gifts they bring to this particular context. deviating from the above listed voting member designees in terms of male and female are asked to submit the names in writing to the Office of the Bishop at least four (4) weeks prior to the synod assembly for approval by the synod council. 

+S7.21.c. “…The Synod Council shall establish a formula to provide additional lay representation from congregations on the basis of the number of baptized members in the congregation.  The Synod Council shall seek to ensure that, as nearly as possible, 50% of the assembly shall be female and 50% shall be male.  Additional members from each congregation normally shall be divided between male and female.”
